Declaration of Value (Dichiarazione di Valore) and CIMEA Diplome comparability are academic recognition steps — separate from the study visa file. Follow what your university letter asks for.
DOV checklist — Sindh & Balochistan qualifications
Applicants who obtained qualifications in Sindh or Balochistan typically process Declaration of Value (DOV) via BLS Karachi / the Italian Consulate Karachi. Punjab, KPK, Islamabad and Gilgit usually use the Italian Embassy Islamabad track. Always use the latest consulate checklist.
- · Pre-enrolment / admission letter with a specific request for DOV from the Italian institution
- · Secondary school certificate + transcript — originals apostilled by MOFA (Karachi/Quetta liaison) + 2 copy sets made after the apostille stamp
- · Higher secondary certificate + transcript — same apostille + copy rule
- · Bachelor/Master degree + transcript (if applicable) — apostilled originals + 2 post-apostille copy sets
- · Cambridge / foreign qualifications — IBCC or HEC equivalence, apostilled, plus post-apostille copies
- · Copy of domicile (Sindh/Balochistan) or CNIC showing residence in Sindh/Balochistan
- · Valid passport copy + recent photograph
After completing the file, submit at BLS Italy Visa Application Centre, Plot No. 11C, near Coffee Bean, Bukhari Commercial, DHA Phase-6, Karachi — or as updated on blsitalypakistan.com.
Post-admission: DOV / CIMEA and visa
After you receive an admission letter, prepare DOV or CIMEA (as required), then the national study visa file. Scholarship and visa are separate processes — do not mix them.
Islamabad track (Punjab, KPK, ICT, GB)
- 1. Prepare attested + translated educational documents and Forms A & C.
- 2. Book the Italian Embassy Islamabad appointment as soon as the portal opens (windows often open around April–July — confirm each year).
- 3. On appointment day you typically complete interview steps and DOV handling together — arrive with both DOV and visa documents ready.
- 4. Bring a fresh bank statement (not older than about 15 days) on interview day.
Karachi / BLS track (Sindh & Balochistan)
- 1. Email the Italian Consulate Karachi (segreteria.karachi@esteri.it) for the current DOV requirement list once you have admission.
- 2. Submit DOV documents at BLS Karachi; collect DOV when notified.
- 3. Prepare the full visa file in parallel; submit visa documents at BLS after DOV is ready.
- 4. Wait for the consulate call for visa interview / passport collection. The full post-admission cycle can take several months.
Comparability
CIMEA Diplome
Many universities accept a CIMEA statement of comparability instead of (or alongside) DOV. Register on the Diplome portal, follow the courier instructions for attested photocopies, and keep the certificate for enrollment and visa where required.
